Editora y funcionaria de gobierno estadounidense. Se tituló en la escuela de derecho de la Universidad de Texas y, entre 1925 y 1931, fue parlamentaria en el poder legislativo de Texas. En 1931 se casó con William P. Hobby, dueño del Houston Post-Dispatch, y entró a trabajar en el diario; llegó a ser su vicepresidenta ejecutiva en 1938. Entre 1942 y 1945 encabezó el Cuerpo auxiliar femenino del Ejército (más adelante Women's Army Corps). En 1953 ocupó el cargo de directora del Organismo federal de seguridad, que luego se reorganizó con el nombre de Departamento (ministerio) de salud, educación y asistencia social; como ministra (1953–55), fue la segunda mujer en ocupar un cargo ministerial en EE.UU. En 1965 asumió como presidenta del directorio del periódico Post.
